Brickyard Metropolitan District No. 1, Brickyard Metropolitan District No. 2, and Brickyard Metropolitan District No. 3 are Title 32 Special Districts that have been established for the purpose of financing and installing street, park and recreation, water, sanitation, stormwater, transportation, mosquito control, limited fire protection, safety protection, and television relay and translation improvements of the Districts, and the provision of covenant enforcement, design review, and security services; and all other improvements or services permitted by Article 1, Title 32, C.R.S. (collectively, the “Public Improvements and Services”), except as specifically limited by the Service Plans for the Districts, each of which were approved by the Town of Castle Rock on March 4, 2025 as may be amended from time to time (the “Service Plan”).

The Public Improvements and Services are for the use and benefit of the residents and taxpayers of the Districts. The Districts are located in the Town of Castle Rock, Douglas County, Colorado. The Districts are quasi-municipal political subdivisions of the State of Colorado authorized to provide specialized services that the Town of Castle Rock and Douglas County do not provide.

The Districts may incur a maximum debt of $76,500,000, in aggregate between the three Districts.  Revenue from the imposition of mill levies, fees, revenues distributed to the Districts by the URA pursuant to an intergovernmental agreement, and any other legally available revenues may be used to repay such debt.

The Districts may each assess a maximum mill levy of 50.000, as adjusted for changes on or after March 4, 2025 to repay such debt.

The Districts must file an Annual Report to the Clerk of the Town of Castle Rock at the Town’s administrative offices, the Town of Castle Rock, the Division of Local Government, the State Auditor, and the Douglas County Clerk & Recorder.

The Districts boundaries overlap with the boundaries of Douglas County, Douglas County School District, Douglas Public Library District, Town of Castle Rock, Cedar Hill Cemetery Association, and Douglas County Soil Conservation District.
